Carlee Brown -- Policy Associate: Water and Wildlife
Carlee joined WGA in 2011 and works on research, writing, and general support for WGA's Water and Wildlife initiatives. She graduated from Stanford University with a BA in American Studies and a MS in Earth Systems, both with a concentration on agricultural policy. Her interests center around natural resources management, particularly in relation to agriculture and water.

Shanna K. Brown -- Director for the Washington, D.C. Office
Shanna has worked for WGA since 2003. Prior to joining the WGA staff, Shanna served first as a legislative assistant and then as legislative director to former U.S. Rep. Larry Combest of Texas. While on the Combest staff, Shanna was the point person for energy, natural resources, commerce, judicial and environmental policy issues. Before coming to Washington, Shanna served as an assistant director for the Permian Basin Petroleum Association, a regional oil and gas trade group in Midland, Texas. Shanna received her Bachelor of Arts degree from the University of Texas at Austin in 1991.

Linda Davis -- Financial Manager / Energy Program Manager
Linda joined WGA in 2003 after leaving the telecommunications industry as a financial analyst. She has served in many industries as a financial analyst while in Denver, including Oil and Gas and Agribusiness. Linda moved to Denver after completing graduate school at American University and working for the U.S. Agency International Development. At USAID, she was an agribusiness project manager with the New Independent States Task Force, enabling her to see first hand the culture of the former Soviet Union. In addition to her job as WGA's Financial Manager, Linda is overseeing aspects of WGA's Regional Transmission Expansion Project.

Rich Halvey -- Program Director: Energy Program and the Regional Transmission Expansion Project
Rich came to WGA in 1996 with a broad background in air quality management and public finance. Prior to coming to WGA, he worked for nearly 20 years at the Colorado Department of Health and Environment. At the time of his departure, he held the positions of Budget Director and Air Quality Planning Program Manager for the Air Quality Division.
Rich has published numerous papers and articles on various environmental, policy and economic topics. His undergraduate work was in economics and geography at the University of Buffalo and his masters work was in geography and urban planning at the University of Colorado.

Tom Iseman -- Program Director: Water Policy and Implementation; Climate Adaptation
Tom Iseman grew up in Englewood, CO. He received a Bachelor of Arts degree in history from Princeton University (focusing on Western water issues) and an Master of Science in freshwater ecology from the University of Michigan. From 2001-2009, Tom managed the water program for The Nature Conservancy in Colorado, where he worked to protect rivers and wetlands and contributed to statewide and regional water supply planning efforts, including Colorado’s Statewide Water Supply Initiative and the Upper Colorado River Endangered Fish Recovery Program. Prior to working with TNC, Tom worked for the Department of the Interior in Washington, D.C., focusing on water and hydropower issues for the Office of Policy.

Deborah Kinsley -- Administrative Assistant
Deb manages all of WGA's meetings and travel, among many other responsibilities.

Toni McCammon -- Office Manager/Executive Assistant
Toni is the Executive Assistant to James Ogsbury and manages all office correspondence, among her many other duties. She has been with WGA since its inception in 1984.

Chris McKinnon -- Program Director
Chris manages WGA's economy, transportation, technology, health, education and international trade policy work. In addition to his program management responsibilities, Chris manages the office IT infrastructure.Prior to joining WGA Chris worked as a newspaper delivery boy in Denver and a bus boy at a Holiday Inn in frisco, CO.
He received his Bachelor of Arts from San Diego State University in 1978, majoring in political science, business management and economics. He earned his MPA with an emphasis on public policy from the University of Colorado in 1984.

Tom Moore -- Program Director: Air Quality
Tom manages WGA's Air Quality Program, the Western Regional Air Partnership project. He has overseen numerous air pollution studies and analysis projects, held management positions in state and local government and has worked as an environmental consultant.
Before joining WGA he managed air quality monitoring and analysis activities for the Arizona Department of Environmental Quality, where he assisted in the development and led the implementation of health and visibility monitoring networks throughout the state. Tom also worked for WESTAR, the association of state air quality agencies for 15 Western states, as well as serving on national advisory groups for air quality health standards and regional haze.

Joe Rassenfoss -- Communications Director
Joe is a 25-year veteran of newspapers (Kansas City Star, Rocky Mountain News) and web publishing (Microsoft) who moved into media relations in 2009 with the opening of R&R Media, a public relations company that specialized in social media. Clients included Andre Agassi, Swany Performance Gloves, and American Humane Association farm animal program. A graduate of the Journalism School at the University of Missouri, Joe lives in Denver with his wife and three children.

Ann Walker -- Program Director: Forest Health and Biomass
Ann joined WGA in 2008 and is the Program Director for Forest and Rangeland Health. In that capacity she works to encourage the use of small diameter wood to improve forest management and restoration. She has served on the Board of Directors for the International Association of Wildland Fire and represented the Oregon Governor's office on WGA's Forest Health Advisory Committee from 2005-2008. Ann has more than 30 years of experience in fire prevention and suppression, policy development, and coordination of community and forestry programs. Over her career, she worked for the Oregon Department of Forestry, Oregon Office of the Attorney General, the U.S. Department of Interior's Bureau of Land Management and the U.S. Forest Service.
