SUBJECT:     Summary of November 5 meeting of the SIP Guidebook Steering

Rich Halvey (WGA), Doug Larson and Alison Wilson (WIEB), Jeff Burks (UT), Van Jamison, and John Nielsen (LAW Fund) were at the November 5 Steering Committee meeting held in WGA’s offices, and Cynthia Praul (CA), Anna Garcia, and Rita Trujillo (NM) joined the meeting via conference call. The purpose of the meeting was to review the outline of the guidebook developed in February and revisit the assignments for drafting various portions of the guidebook. The committee agreed on the attached Guidebook outline, assignments and deadlines.

Additionally, the committee decided to it would be valuable to discuss with EPA headquarters and regional office personnel energy efficiency and renewable energy (EERE) provisions that should be incorporated into Section 309 regional haze SIPs and begin a dialogue on the use of EERE in Section 308 SIPs. The discussion would be added on to a February 2002 Air Pollution Prevention Forum meeting.

The committee briefly reviewed the Regional Haze SIP templates that WESTAR recently prepared (http://www.westar.org/haze_template.htm) and suggested that trying to get EPA feedback on the templates during the February meeting would be helpful.

Finally, the committee agreed on a tentative agenda for a workshop of Western energy and air quality officials to review the Guidebook and how EERE can be used in regional haze SIPs. Below is the proposed agenda. The committee discussed scheduling the workshop in late March, depending on when information will be available from the AP2 Forum’s modeling effort.
