Resource Adequacy

 The Pacific Northwest and Rocky Mountain/Desert Southwest Security Centers report they expect no resource adequacy problems for today.  The California ISO has extended the warning notice for today. CFE may be short of Operating Reserve for 1900 through 2100 today.  CFE is taking steps to replace Operating Reserves.

 Significant Transmission Facilities Out Of Service or Limited

 The Pacific Northwest Security Center has reported the following transmission facility outages/limitations today.

 

0700-1800       Raver-  Paul #1 500-kV line.

0800-1500       Celilo Converters 3&4 AC Harmonic filters and Big Eddy power factor caps (311+311)

The Rocky Mountain/Desert Southwest Security Center has reported the following transmission facilities will be out of service or limited today:

 

Glen Canyon Phase Shifter              Saguaro-Tortolita 500-kV Line          Silverking-Kyrene 500-kV Line

Sidney DC Converter Station          Glen Canyon-Navajo 230-kV Line

Mona-Sigurd #1 345-kV Line        Ben Lomond 230/138-kV #1 Bank

                                                     

The California Security Center reports that the Pacific DC Intertie south to north limit may be reduced due to heavy east to west transfers through LDWP’s system.  The East of the River (Path 49) is limited to 6790 MW from 7550 MW to perform Bank maintenance at Eldorado, scheduled to return to service 4/6/2001 at 1600 hours.

Monday’s Notable Events

At 06:30 PST, CFE’s Juarez Units 1, 2, and 3 relayed. Total capacity lost 210 MW.  Cause unknown at this time.  Juarez Unit 4 was forced out of service on 03/25/01. Unit 3 scheduled to return at 1000 PST and Unit 1 scheduled to return at 1100 PST.  No ETR for Units 2 and 4.  CFE anticipates up to a 150MW resource deficiency for HE 13:00 through HE 23:00.  CISO provided 100MW of emergency assistance for HE (hour ending) 0900 and HE 1000.  CFE did not meet MORC Spinning Reserve requirements for HE 0800, HE 1300, HE 1500, and HE 1600.
