Introduction

Review agenda

8:45 a.m. Status of the NWPA transportation program and implications of repository
licensing delays
     · Judith Holm, OCRWM [presentation]
o Timeline for implementing the NWPA transportation program
The official opening date for Yucca Mountain has slipped from 2010 to 2012.  What
are the effects on the projected opening date of:  (1) future year funding at the current
levels; (2) the schedule for EPA development of new containment regulations; and (3)
ongoing investigations into falsification of information at Yucca Mountain?  What are
the implications of further slippage in the opening date on the activities to develop a
            transportation program?
                     P OCRWM Summary Schedule
(presented by G. Lanthrum at 9/2004 TEC Mtg)
o DOE strategy on choosing suites of routes vs. consolidated routes
What is DOE's thinking about consolidating shipments to Yucca Mountain on a few
routes vs. spreading the shipments over a suite of routes? What are the security
considerations and budget implications of either method?  Has any cost/risk analysis
            been done on this subject?
o Status of the development of rail access to Yucca Mountain
What are the critical steps in developing rail access to Yucca Mountain?  What is the
schedule for completing those steps?  What are the contingencies that could delay
            achieving the desired schedule?
P Rail EIS Federal Register Notice
                     P Nevada Comments [presentation]
o Availability of Sandia modeling information for HLW Committee review
In 2004, the WIEB HLW Committee decided to investigate the utility for the
Committee's work of models being developed by Sandia National Lab.  The Committee
participated in web cast briefings on the models and in November met via conference
call with Sandia personnel.  The Committee has hired a consultant to review the
Investment Planning modeling in depth to advise the Committee on how it could be
used to improve the Commitee's strategic plan.  DOE has also indicated its approval
of a special projectfor the WIEB HLW Committee to use the model, on the assumption
that the consultant's analysis indicates the model have value to the Committee's work.
Progress has been stalled by an inability to secure necessary approvals to allow the
Committee's consultant to examine with Sandia the Investment Planning Model.  Will
the necessary approvals be forthcoming to allow the Committee to continue its work?
P Sandia presentation at 11/04 WIEB HLW Committee meeting
o Calculation of the 180(c) appropriations request
How did DOE calculate the $10 million figure?
     · Commentary on repository impacts on transportation system
o Joe Strolin, Nevada Nuclear Waste Project Office
10:00 a.m. Break
10:15 a.m. NRC's role in transportation to Yucca Mountain
     · Earl Easton, NRC [presentation] [reference cards]
o Recent National Academy of Sciences reports
The National Academy of Sciences recently released a report on the Safety and
Security of Commercial Spent Nuclear Fuel Storage.   What is the NRC's response
to this study and what changes, if any, does the Commission plan to implement as
a result? What is the status of the Academy's ongoing study on Transportation of
Radioactive Waste, and what is the NRC's reaction to this study so far?
o Update on the NRC's Package Performance Study
What is the current status of the Package Performance Study? What is the
Commission's current proposal  for the conduct of full scale testing?  What basis will
the Commission use to select casks for testing? How did the Commission incorporate
stakeholder comments on cask testing, such as those from the Association of American
Railroads?  What are the next steps in the study?
o Performance of spent fuel casks in the rail environment
There has been some discussion of using truck casks for intermodal rail shipments to
Yucca Mountain.  What research has been done regarding using truck casks in the
            rail environment?
