     ·     How does the system work?

     ·    Which control areas are participating?

     ·    How much does wesTTrans cost and how is it financed?

     ·    Does the system include an energy market or posting of power offers?

     ·    Who will calculate ATC?  Transmission owners?  Independent entity?

     ·        Will there be any auditing of TTC and ATC calculations?  By whom?

     ·        What, if any, additional existing transmission capacity will be freed-up by a common OASIS?  
           (Utilization of many paths in the Western Interconnection is often below transfer limits.  
           Many of these paths are believed to have no ATC.)

     ·        When will unscheduled transmission capacity be released for others to use?

     ·        Will the OASIS support new transmission products, such as quasi-firm transmission?

     ·        Will the OASIS system catalogue and archive hourly TTC and ATC to permit comparisons 
           with actual  flows?  
           Who will have access to the archived information and will they be charged for access to the
           information?

     ·        Will there be any effort to link wesTTrans and non-participating control areas so as to 
           reduce the hassle of getting transmission capacity across participating and non-
           participating control areas?

     ·       How does wesTTrans compare with the incremental proposals being developed by the 
           RTO West Regional Representatives Group?
