WSCC EHV Data Access Policy
This Policy authorizes real-time, immediate access to data in the EHV Data Pool and the EHV Web site to Operating Authorities *, as defined by NERC, that have signed a “WSCC Confidentiality Agreement for Electric System Data” which prohibits the sharing of data with non-operating personnel and/or the use of the data for commercial purposes. All other market participants, non-separated Operating Authorities, regulators, and consultants working for WSCC members will have access to data via the EHV Web site, provided they register with WSCC. If specific entities providing data to the EHV Data Pool decide to restrict some or all of their data available on the EHV Web site, they shall specify for each datum that the value is “available to both the EHV Data Pool and, upon a specified delay, to the EHV Web site.” This Policy allows a ‘specified delay’ of no delay or up to a seven-day delay, specified in 1-day increments. For example: a one-day delay can be specified for any datum value in the EHV Data Pool. If no information regarding a delay is provided by the data source, the default will be no delay. If delays in excess of seven days are specified, a seven-day delay will be implemented. All entities shall provide required data to the EHV Data Pool to support reliable operation.
*OPERATING AUTHORITY (NERC
definition). An entity that:
1. Has ultimate accountability for a defined portion of the BULK ELECTRIC SYSTEM to meet one or more of three reliability objectives – generation/demand balance, transmission security, and/or emergency preparedness; and
2. Is
accountable to NERC and its Regional Reliability Councils for complying with
NERC and Regional Policies; and
3. Has the
authority to control or direct the operation of generating resources,
transmission facilities, or loads, to meet these Policies.
