SUBJECT: Decisions and Follow-Up from Monterey Meeting
At its October 10-20 meeting, CREPC took the following actions.
1. CREPC provided the following instructions for its representatives working on development of a Western Interconnection Organization (WIO) -
A. CREPC supports the creation of a WIO;
B. CREPC can support a hybrid governing board for the WIO, provided there is greater representation of non-affiliated members on the board; and
C. CREPC believes that the efforts to implement a WIO need to move ahead at a "jogging" pace.
2. Regarding the WICF biennial regional transmission plan, CREPC members are asked to provide feedback on (A) what should be included in the report; and (B) whether the biennial regional transmission plan should continue to be produced. Please provide your responses to Doug Larson (dlarson@westgov.org) who will forward them to WICF.
3. CREPC members who did not report on the need for air quality waivers to allow additional generation to be brought on-line on December 31 are asked to check with their air quality agencies and provide such information to Dennis Eyre at WSCC.
4. CREPC established a work group to work with WSCC and the WICF regional transmission planning process on the issue of reporting of information on new generation in order to meet WSCC reporting requirements and the needs of the WICF regional transmission planning process. Members of the work group are: Phil Carver (OR); Bill Chamberlain (CA); Mark Ziering (CA); Prasad Poturri (NM); Ron Franquero (AZ); and Arne Olson (WA). The names and e-mail address of the CREPC work group members are being provided to Dennis Eyre (WSCC) and Jim Eden (PGE and head of the WICF transmission planning process). The CREPC work group may also want to examine demand reduction options to meet peak load.
5. CREPC directed that its representatives to WRTA, SWRTA and NRTA urge the RTAs to renew their work on RTO seams issues with the goal of developing guidelines/recommended practices that would minimize seams issues between any RTOs that may form.
6. The recommended target location and timing for the next CREPC meeting is Vancouver, B.C. during the second week of April. Other suggested locations include San Diego, Phoenix, Las Vegas and Portland. The location and timing of the next meeting will be coordinated with the Western Interstate Energy Board and WRTA.
In other developments from Monterey, at the WRTA Board of Directors meeting on April 21, I appointed Bill Chamberlain (CA) to join a work group that WRTA formed to investigate the policy/legal issues involved in implementing a default curtailment and reallocation system on transmission paths. Wally Gibson (NWPPC) and Phil Carver (OR), who have represented CREPC on the Path Allocation Task Force are asked to work with Bill.
