| Elements of this issue have been discussed at the past two Board meetings. Tony Usibelli is the Board's lead on this topic and its liaison to related work being done by the National Association of State Energy Officials. In June, Western Governors adopted a resolution on natural gas and petroleum supplies, with an emphasis on best practices. The resolution provides a foundation for the Board's work in this area and also includes many other items. The resolution has been sent to DOE, DOT, and major pipeline companies and refineries in the Western states. WIEB staff is beginning to collect information on past studies on best practices and post them on the WIEB web site. This resolution could become a major project. The Board needs to determine what issues covered by the resolution are of greatest interest. | |

Implementation of the Clean and Diversified
Energy Resolution
The WGA Staff Council has held several conference calls and will be meeting on October 25-26 to decide on steps to implement the Governors' resolution. The Board may play a large or small role in this effort that will produce recommendations by June 2006 on how to add 30,000 MW of "clean" energy by 2015 and increase energy efficiency by 20 percent by 2020. |

| · Options Paper on Financing an Enhanced Electricity Function In June, Western Governors accepted CREPC recommendations for an enhanced state/provincial regional electricity function and directed that a recommendation be developed to finance it. They also asked for stakeholder comments on the proposal. CREPC will hold a public comment meeting on the afternoon of October 21, after the CREPC meeting adjourns and before the WECC Board meeting begins on October 22. The leads of CREPC work groups on reliability, market monitoring, resource adequacy, transmission planning and expansion, and transmission permitting have develop a options paper and proposed recommendation for CREPC to consider at its meeting in Vancouver. |

| Status of natural gas adequacy assessment · Dave Maul, California Energy Commission

At its April meeting, the Board agreed to examine natural gas adequacy
as part of the electric resource adequacy assessment called for by
Western Governors in amendments to the Energy Policy Roadmap resolution
adopted last September. (WECC and CREPC's West-wide Resource Assessment Team are working on the electricity adequacy issues.)
The CEC
volunteered to supply the modeling capability to address gas resource
adequacy. A WIEB Natural Gas Core Team was established to
develop questions that need to be answered and help define the
assumptions to be used and scenarios to be examined. The Team has
had numerous conference calls. In June, the CEC
organized a training session on the model for states/provinces, and a
public meeting was held to solicit comments/ideas from stakeholders.
On October 12-13, a workshop of industry and state/provincial experts
was held to solicit advice on an appropriate reference case, scenarios
for analysis, and sensitivity analyses. A web site
has been established to support the efforts. The purpose of the Board’s discussion is to examine where the assessment stands and key
milestones in the effort. There will be a joint WIEB/CREPC
workshop on the details of the modeling effort immediately following the
Board meeting.

In April, the WIEB Board of Directors agreed to collaborate with the California Energy Commission in an analysis of the adequacy of the natural gas infrastructure in the West to support gas-fired electric generating plants. This is one element of the analysis of resource adequacy requested by Western Governors that is not being addressed by WECC or CREPC’s West-Wide Resource Assessment Team. Details of the modeling effort will be presented and important issues for further analysis will be identified. |
