Western Carbon
Sequestration Partnerships

Identifying the best opportunities for economical, environmentally sound
CO2 sequestration

The Western Governors' Association and Western Interstate Energy Board are assisting the four western partnerships with outreach.  Public meetings are being held to review technology assessments and validation test plans.

PARTNERSHIPS ARE COMPOSED OF:

  • state resource management & environmental protection agencies
  • national laboratories and research institutions
  • colleges and universities
  • conservation groups and other nonprofits
  • energy companies, utilities and trade associations
  • governmental coordinating bodies, such as WGA

The public is also a partner in characterizing regional preferences for validation test opportunities; public engagement is a fundamental goal of the partnerships.

The U.S. Department of Energy (DOE) is co-funding seven regional partnerships to assess CO2 emissions and CO2 sequestration opportunities.  Based on these assessments, each partnership will develop "action plans" for sequestration technology validation tests (2004-05).  Actual validation tests may take place under a second work phase (2006+).  Information from each region will go to build a national "carbon atlas."

Geologic sequestration involves capturing CO2 at industrial facilities, transporting it via pipelines to leak-proof geologic formations, and injecting it for storage or enhanced oil or gas recovery.

Terrestrial sequestration entails managing certain forests, rangelands, agricultural lands, and wetlands to increase carbon storage by plants and soil.
