State Findings on Arid Areas Issues – Gary Beach 
Gary will summarize the WSWC survey results, using it as starting point to frame the issues and describe how states vary in addressing these issues.

Panel I – State Panel 
A state representative will characterize each of the five issue areas related to arid areas and the applicability of Clean Water Act protection criteria. Each presentation will be for 15 minutes including Q&A.

Panel II – Federal Perspectives on the Question: ‘Is the Current Regulatory Scheme for Arid Areas Issues Appropriate? 
Each panelist will have 15 minutes to discuss from their perspective whether the current regulation of arid areas issues is appropriate followed by Q&A
