A. Meeting Minutes

Representatives of California WIC, DoD Office of Smart Card Technology, WIC Overseas, the Defense Commissary Agency, US Navy, GSA, Consultants from Phoenix-Maximus, Siemens and the Western Governors' Association met at State WIC Headquarters, on February 13/14 to identify their mutual interests in conducting a proof of principle field demonstration of advanced card technology as applied to secure management of WIC Certification Data and an "on-line" electronic service delivery of California WIC program benefits. (See attached listing of participants.)

 The focus of discussion was the potential of conducting this field demonstration within the WIC Service Delivery environment by the American Red Cross Chapter of San Diego/Imperial Counties Chapter to military dependents at Camp Pendleton. The meeting was built upon the common goals submitted prior to the meeting by California WIC, WGA, DECA, GSA and WIC Overseas. (See attached Goals and Objectives.) 

Considerable effort for the first day was invested in defining each constituent's program and bringing us all to an understanding of each others interests. (See presentations attached to original agenda for February 13/14.) In the afternoon and through the second day, the team divided up into two working groups for more discussions based upon interests and to draft a development the project and schedule for the two components: 

1. Health Informatics Management via a secure web-site using PKI features on a smart cards, and 
2. On line EBT from California WIC as demonstrated at the commissary at Camp Pendleton.

While no specific partner for Health Information was present or identified, the team determined that it would be important to have the two components of the project demonstrated in the same environment, with a priority for some level of overlap and cross linkages.

Everyone at the meeting was sufficiently committed to the concept that they determined they would meet again in a month to examine the project alternatives and develop a high level estimate of costs and what each partner could bring to the table to achieve the critical mass. Consequently, the group determined to meet at American Red Cross in San Diego on March 20/21 to examine alternatives and determine to develop a memorandum of understanding on how to proceed and with what resources.

B. Action Items

1. Distribute Meeting Minutes: WGA/Terry Williams

2. Develop Strawman EBT Concept of Operations Paper with California WIC and IT for discussion with DeCA by 3/14. Jon Haught and California

3. Develop further Health Informatics Concept that is multi-program, scalable and replicable by 3/14. Barbara Selter. 

4. Explore HMO's in relationship to their role in delivering WIC referrals. Mark Helmar et al. 

5. Prepare HPP1 presentation as a resource for building upon. Terry and Siemens. 

6. Work on Transfer of Grant Award to WGA. David Temoshok and Chris McKinnon

7. Determine March 20/21 Meeting logistics. Teresa Nelson and ARC.

8. Plan for 3/15 Conference Call for all partners to review concept papers.
