Following is the text of an Executive Order signed by Governor Gary E. Johnson on October 6, 1999 regarding Enlibra.
Executive Order 99-33
Whereas, the population growth rate in the Western United States has surpassed that of every other region of the country; and
Whereas, this growth both energizes the current economic prosperity and threatens the vibrancy and beauty of the unparalleled landscapes and unmatched scenery that western citizens seek to protect; and
Whereas, New Mexico's increasing population, changing preferences, and consumption of natural resources make environmental progress increasingly dependent on good stewardship and good decisions made by every individual; and
Whereas, a healthy economy and a healthy environment are independent in New Mexico and the Western United States; and
Whereas, environmental policy making grows more complex and difficult when
issues become polarized by extreme views on all ends of the spectrum; and
Whereas, we are better off if we can redirect energy away from unproductive arguments
and toward solving our common problems; and
Whereas, to remain competitive in an increasingly global economy, New Mexico must ensure that our environmental and land use policies protect our resources but do not unnecessarily burden our business and land owners; and
Whereas, the threat to New Mexico's environment is shifting from large, easily identified sources of pollution to diffuse, numerous, smaller-scale sources that are more difficult to control by means of enforcement-based regulation; and
Whereas, new computer and communications technologies, as well as new environmental monitoring and characterization technologies, create opportunities for implementing innovative solutions for preserving and enhancing the environment and communities of New Mexico and the West; and
Whereas, to be implemented effectively, environmental policies must be crafted from the beginning with the involvement of our citizens, businesses, and other organizations that are affected;
Now, therefore, I, Gary E. Johnson, Governor of New Mexico, in order to ensure that we protect our resources for New Mexico's present and future generations, endorse the Western Governors' Association's environmental principles which collectively are called Enlibra; and
Furthermore, I direct New Mexico's Environmental and Natural Resource Agencies to review these principles and incorporate them into the agencies' environmental policy making.
Furthermore, I Governor Gary E. Johnson encourage local governments, federal agencies, tribal governments, environmental protection and advocacy organizations, private land an business owners, and other interest groups in New Mexico to review and adopt the Enlibra principles.
