Financing Electricity Transmission Expansion in the West: A Report to the Western Governors (February 2002)

 

 

 

 

 

Transmission Financing Committee

 

At their May 2001 Transmission Roundtable, Western governors identified three central questions that need to be addressed in assuring adequate electric transmission capacity for the region:

  1. What transmission additions are needed?
  2. How can needed transmission additions be financed?
  3. How can needed transmission additions be expeditiously sited and permitted?

In May, the governors created a WGA Transmission Working Group to develop a Conceptual Transmission Plan.  That report, completed in August, identified several alternative transmission financing mechanisms.  The governor's have asked for a white paper outlining the pros and cons of the financing options.

In September, the co-chairs of the WGA Transmission Working Group, Jack Davis (Pinnacle West) and Marsha Smith (Idaho PUC), established a Transmission Financing Committee to develop the white paper.  It will be presented to the governors at a meeting in February 2002.  John Carr (PacifiCorp) was appointed to chair the Committee.
