Task Force Purpose

At the October 4, 2012 joint meeting, SPSC and CREPC agreed to form a task force with experts in the gas and electric industry to:

(1) Develop the scope of work for an assessment of the issues at the interface of the western natural gas and electric systems; and

(2) Explore collaborations with other organizations to join with SPSC/CREPC in this effort

Contractor selected for SPSC’s
Western Natural Gas – Electric Infrastructure and System Flexibility Assessment

We are pleased to announce that Energy and Environmental Economics, Inc. (E3) has been selected as the winning bidder for this project and that a contract has been signed. We expect the work to take 9 months: Phase 1 addressing infrastructure adequacy is expected to take approximately 3 months; and Phase 2 addressing operational level issues is expected to take the remaining time, approximately 6 months.

E3 enjoys a strong reputation in the West for their forward thinking methodologies and quality work. They have worked with a number of entities in the West including SPSC, WECC, WEIL, CPUC, CEC, and CAISO. More recently, E3 has developed new software and case studies that puts them at the forefront of modeling the operational challenges of high renewable energy penetration scenarios. E3 has partnered with GL Noble Denton (GL) for the gas modeling. GL is a diverse company that offers a range of engineering consultancy services to the oil and gas, pipeline and utility industries. They serve clients worldwide and a number of their clients, including natural gas transportation clients, are in the West.

We received 13 thoughtful and interesting proposals for consideration and would like to thank all of the contractors that responded. We would also like thank the Technical Advisory Group (TAG), which also served as the Selection Committee, for their time, energy and valuable insight. The TAG, a subset of the Task Force composed of representatives from natural gas pipelines (inter- and intra-state), utilities and government entities, will work with the contractors the project moves forward.


The Task Force completed the scope of work (SOW) for a study to examine the Western gas-electric infrastructure and operational flexibility. The State-Provincial Steering Committee adopted the SOW and approved funding for the project on April 10 at their meeting in Boise.
