November 29, 2011 - Four state commissioners (CO, NM, UT and WY) sent a letter to SPSC Chairman requesting assistance from NREL in an EIM benefits analysis, proposing a meeting of intersted commissioners in early 2012, and requesting SPSC funding assistance for state travel, staff assistance and meeting costs

Oct 2011 - State-Provincial Steering Committee adopted a statement supporting additional evaluation of an EIM and agreeing to work together across states in the effort

- WECC staff presents high-level market design, cost and risk analyses and organizational analyses to WECC Board
- WECC Board directs staff to (1) investigate potential funding for market design process, (2) meet with FERC staff to discuss organizational and funding options, (3) issue RFI for third-party facilitator of market design process, and (4) evaluate date sharing issue
